
RFI opportunities
To advance our mission of building a scalable, responsible system for recycling flexible plastic packaging, the U.S. Flexible Film Initiative (USFFI) will issue Requests for Information (RFIs) focused on real-world solutions for film recovery and reuse.
These RFIs will be geared toward material recovery facilities (MRFs), reclaimers, and end markets. The goal is to identify projects that enable the collection, processing, and use of post-consumer flexible films in a way that is economically viable, environmentally responsible, and aligned with circular economy principles.
Awardees may be eligible for multi-year contracts that support the sale and acquisition of flexible film materials—providing the financial certainty needed to invest in long-term recovery and recycling infrastructure.

RFI #1A: California Flexible Film Recycling, Recovery, and Market Use
(California Material Recovery Facilities)
DEADLINE: OCTOBER 1, 2025
This RFI invites California-based material recovery facilities (MRFs) to apply for funding to incentivize:
The sorting and baling of recovered flexible plastic films and packaging, and
Transparent reporting on material quality, tonnage and recovery rates.
The RFI is a screening process to identify partners prepared to sort or recover mixed flexible film plastics today or in the near future. Once identified, USFFI will conduct confidential interviews with each candidate to determine required operational funding needs. USFFI does not guarantee that all candidates interviewed will be selected for funding.
RFI #1B: California Flexible Film Recycling, Recovery, and Market Use
(Secondary Processors, Reclaimers, Manufacturers)
DEADLINE: OCTOBER 1, 2025
This RFI invites plastic reclaimers and product manufacturers from across the U.S. to apply for funding to incentivize:
Purchase of mixed flexible plastic films and packaging as raw material for a secondary process that produces flake, pellet or product with a consistent market demand, and
Transparent reporting on material quality, tonnage and recovery rates.
The RFI is intended to be a screening process to identify partners prepared to purchase sorted bales of mixed flexible film plastics to recover them into pellets or products, or to clean and upgrade the materials for further use. The flexible packaging baled commodities will consist of PE films, PP films, multi-material films and other common MRF contamination. Once identified, USFFI will conduct confidential interviews with each candidate to determine needs and required funding. USFFI does not guarantee that all candidates interviewed will be selected for funding.
